Medical Examination Standards Application System (MESAS)

MESAS is a digital platform specially designed to facilitate the medical checkup process for applicants of Vocational Driving Licences, including PSV and GDL.

This platform is an initiative that supports the Government’s efforts towards a more comprehensive, integrated, and efficient digital transformation.

Through MESAS, applicants or drivers, panel clinics, PERKESO, and JPJ are connected within a single digital ecosystem to simplify the management of medical checkup information, accelerate the verification process, and support a more transparent, organised, and systematic licensing process.

MESAS connects applicants to a network of registered and verified panel clinics nationwide. Panel clinics play a critical role in ensuring that medical checkups are conducted according to approved standards, with results submitted directly into the system for processing and verification.

What is Program Pemandu Sihat dan Selamat?

The Program Pemandu Sihat dan Selamat (PSS) is an initiative under Belanjawan MADANI 2026 that provides subsidised medical checkup services for licence renewal purposes to eligible commercial vehicle drivers under the PSV E (Bus), GDL E (Kejur), and GDL E (Bersendi) categories.

This programme provides subsidised medical checkups for vocational licence renewal purposes in a systematic manner through the digitalisation of the JPJL8A Form.

This checkup is important to ensure that drivers are in good health and to identify potential health issues that may affect driving ability, such as sleep disorders, including obstructive sleep apnea, vision problems, and non-communicable diseases (NCDs).

The main objective of this programme is to encourage drivers to undergo medical checkups as part of efforts to improve drivers’ health levels and reduce the risk of road accidents.

Who is eligible to participate in this programme?

Drivers who contribute to SOCSO are eligible to undergo this inspection if they meet the following requirements.

  1. Malaysian citizens;
  2. Aged between 40 and 59 years;
  3. Active SOCSO contributors under the Workers' Protection Disability Scheme or Self-Protection Scheme; and
  4. Holders of PSV E (Bus), GDL E (Kejur), and GDL E (Bersendi) vocational licenses who need to renew their licenses.
